Urbanization of Alpharetta Continues

Once again a zoning application has been filed for another high density mixed use development with hundreds of apartments at the southwest corner of Haynes Bridge Road and Georgia 400. This is just the most recent of several proposals planned for this property since Alpharetta’s City Council began an unprecedented push for urbanization in 2006.

This latest proposal would be similar in scale to Avalon adding 430 apartments, 70 townhomes and more than half a million square feet of offices, restaurants and retail. And in fact it was the rezoning of the MetLife parcel to high density mixed use in 2011 that drove me to run for city council against a council member who voted for it so I have written about the property extensively.

I began writing those posts in 2011. A lot has changed since then.

Back in 2011 I wasn’t an elected official. I was an Alpharetta resident who cared deeply about this community and was frustrated by a mayor and city council who unanimously ignored the pleas of moderation from me and my neighbors.

Back in 2011 the Alpharetta city council members would at least pretend they didn’t support high density developments that made traffic worse and negatively impacted our quality of life. Back then they would tell us that the high density mixed use developments they approved would never have apartments because “for the foreseeable future” the city wasn’t going to violate the 85/15 ratio of homes to apartments outlined in their Comprehensive Land Use Plan.

Back in 2011 we had no way of knowing “the foreseeable future” was less than a year away. Now just five years later more than 1000 apartments have been built or approved in urban, high density mixed use developments and the 85/15 rule is a distant memory.

But one thing that hasn’t changed. There is still a concerted effort to urbanize Alpharetta at the expense of our schools and the quality of life that attracted people from all over the world to raise their families and do business here.

So once again I look forward to the opportunity of discussing this unrelenting effort to urbanize Alpharetta as it relates to a parcel that has figured prominently in MARTA’s plan to bring a heavy rail station to the site with the help of developers and elected officials.

Millennials Move to Suburbs – “Cities are just a temporary place to land”

Found an interesting link on Twitter today thanks to Jon Ray. ( aka @BKEGa1 ) The post was an exploration of why members of the Millennial generation are following previous generations into the suburbs as they get ready to settle down.

The article was written by Emily McMackin and posted on businessclimate.com. You should read the whole thing here but below are a couple of key passages:

Between 2010 and 2013, the number of 20- to 29-year-olds in the U.S. rose by 4 percent, but the percentage of residents in this demographic living in core cities grew by only 3.2 percent, the study noted. Why are cities losing 20-somethings, while suburbs and smaller towns are gaining them?

They see the suburbs as an ideal place to settle down, and tend to view the urban core of cities as just a temporary place to land. Much of their reasoning stems from the desire to own their own homes or start families of their own – and wanting more space to do that.

This shouldn’t be surprising to anyone who realizes that big cities are less than ideal for raising a family. Yet many people in the development community continue to propagate the silly notion that Millennials are going to forego the superior public schools, more affordable single family homes and lower crime rates of the suburbs when they get ready to settle down.

Right now Alpharetta is blessed to be one of the greatest places in the state of Georgia to do business and raise a family. As long as we continue to grow and change in a manner consistent with those qualities the Millennial generation and their successors will continue to move here when they are ready to settle down. Our quality of life and property values will continue to improve accordingly.

However there is tremendous pressure from some in the business community and political arena to change Alpharetta into the next Midtown, Buckhead or Sandy Springs. They speak tirelessly of the impending doom suburbs will face if they don’t attract Millennials who are still at a stage in life when they are more interested in bar hopping than house shopping.

But the reality is that if Alpharetta becomes just another concrete jungle at the end of a MARTA line it will force Millennials to move even further from the city of Atlanta when they want to escape the high cost of living, miserable schools and crime that plague urban centers. The irony is that the urbanization of places like Alpharetta actually forces people to spread further out creating more of the sprawl so many urbanists loathe.

An article in yesterday’s Atlanta Business Chronicle announced yet another apartment complex to be built in Alpharetta’s Milton High School district. This new development would be in addition to the 400+ apartments already being proposed right down the street by MetLife and Lincoln Properties in an effort to urbanize the Northpoint area.

Pollack Shores Real Estate Group is building a 111-unit luxury apartment community with 5,600 square feet of retail space in Alpharetta.

Let the fun begin!

Last week I qualified to run for a second term on the Alpharetta City Council and no one registered to oppose me. So barring unforeseen circumstances I have again been granted the opportunity to serve as the elected representative of the 60,000+ people who call Alpharetta home. For that I will always be grateful.

And as I continue the work begun in 2012 I am determined to do a better job of keeping the public informed during this next term. One of the best ways I can think to do that is using this blog to update and interact with the people of Alpharetta about issues affecting our city.

A few years before I considered running for office this blog was created to let people know about current events which shape the future of this place we call home. Over time it was the insight gained from writing those articles that drove me to public service. I could no longer just stand by and report as the relentless pressure to urbanize Alpharetta threatened to destroy the quality of life that makes it so special.

Back in 2008 a recession brought urbanization to a grinding halt for a while. Three enormous mixed use developments approved during the previous real estate bubble sat dormant and the people who were pushing for Alpharetta to be just another urban core with bad schools, high crime and MARTA stations were nursing badly depreciated investments.

The biggest concern for our city council at that point was how we could breathe life back into our local economy… and we did. But our success has again fueled a determined few to rejoin their quest of turning Alpharetta into a dense urban core.

In the last four years more than 1000 new apartments have been built or approved in the City of Alpharetta. And our community development department is recommending 400+ more in an urban mixed use development already approved for Milton High School district. All of this is added to the hundreds of townhouses and single family homes on tiny lots that have also been approved. This type of urban density threatens our schools and crowds our roads. We have to be more careful or Alpharetta is going to end up just like any other concrete jungle at the end of a MARTA line.

As a community we cannot build a wall around Alpharetta and refuse to change. But as a community we need to evolve in ways consistent with the vision of the people who live and vote here. That is the only way we can assure Alpharetta will remain the greatest place to do business and raise a family in the state of Georgia.

So it is time to revive GA Jim. I have to do a better job of letting all of you know about the issues shaping our city’s future so it is once again time for me to host this forum called GA Jim.

Smart Growth transfers quality of life to the rich at the expense of poor?

A recent article on newgeography.com caught my eye because it criticizes the current fad of “smart growth” policies from the perspective of an avowed leftist. The article is written by Richard Morrill, a professor Emeritus at the University of Washington and his analysis leads him to believe that the liberal land use policies currently embraced by urban planners end up hurting the poor and minorities in Washington state.

I suggest you read the whole thing for context but below are some of the money quotes from Professor Morrill:

Population change in the state of Washington has relevance to the nation and to other states because it tells us something about market preferences of households versus the orientation of planners (e.g., “smart growth”).

To a leftist like me, the tragedy is how smart growth transfers wealth and the vaunted “quality of life” to the rich and the professionals, at the expense of the poor and of minorities. Sadly the Democratic party seems totally blind to the fact that the fixation on new urbanism contributes to the rightward backlash. Folks do not want to be told how to live, especially, dare I assert, when those hectoring them have already cornered the nicest parts of the region for themselves. Middle and working class families are not likely to embrace policies – beloved by affluent professionals – that would deny them a chance to own their preferred kind of residence at a reasonable price.

As the late great UW economist Charlie Tiebout told a seminar 50 years ago, “People vote with their feet”  This is certainly true about residential choices. While perhaps twenty percent at most of Americans may prefer higher density living, for reasons of age, family status or ideology, the large majority does not and likely will not.

Growth management and upzoning have been unable to stem this tide, for two main reasons rarely acknowledged by planners: the preference of families with children for single family houses and greater housing affordability, at least in some areas…

Most people don’t want to be crowded into densely populated concrete jungles. “Smart growth” reduces the acreage available for the single family homes that the vast majority of Americans want. By reducing the supply of single family homes “smart growth” inflates their price which makes the dream of home ownership unattainable for millions of people. It is basic Econ 101. So either urban planners don’t care what people want or their goal to force Americans into more efficient densities whether they like it or not.

Wealthy Americans will always be able to afford single family homes. Forcing land use policies that are abhorred by the majority of people in a city ensures that those areas will only appeal to a minority of the population and the people unable to afford anything else.

That may be efficient but it sure as heck isn’t smart.

Johns Creek Mayor and Councilmen want MARTA trains… in Alpharetta

There is a very interesting article in the Johns Creek Herald. Apparently on April 11 the Johns Creek City Council discussed the issue of how little money MARTA spends in North Fulton County. They also talked about the fact that if Johns Creek residents will be expected to pay an additional transportation tax then MARTA should provide their residents nearby access to trains.

The catch is that they don’t want the MARTA trains to come into the city of Johns Creek. They just want the trains to be extended into my neighborhood of Windward in Alpharetta.

As Mayor Bodker says:

Bodker said the North Fulton cities need to look at their land-use policies to see whether they even want transit, and if they do, how they would support it. He said Johns Creek does not lend itself to trains, however, buses could connect the city to train lines extending northward via the 400 Corridor or Gwinnett County.

“These are all long-term plans that won’t happen overnight,” he said.

However, plans need to be made and land-use policies changed in the meantime. He said even those who do not use transit benefit from it, because taking cars off the road makes it easier for those who continue driving. He also said continued development is unsustainable if people continue relying on cars.

So the man who didn’t honor his word when it came to charging Alpharetta residents higher recreation fees would like us to change the complexion of our city for the good of his constituents? Right. We’ll get right on that.

And Mayor Bodker wasn’t the only one suggesting Alpharetta should change for the sake of its North Fulton neighbors.  Johns Creek City Councilman Randall Johnson said:

…something he would like to see happen is for the train line to extend all the way to Windward Parkway.

“I think you would see more people from North Fulton utilize it,” he said.

This doesn’t surprise me. I have watched as politicians and developers from Johns Creek lobbied for the urbanization of Alpharetta. And I have watched as Alpharetta City Council has acquiesced every time.

I can see how Johns Creek, Milton, Forsyth County, Cherokee County and every other person outside of Alpharetta might enjoy the convenience of having trains in someone else’s backyard. It is much less obvious how the destruction of our quality of life benefits me and my family. I will have more on this subject… a lot more… but for now I am so furious I can’t see straight.

Will Alpharetta really give up our niche?

Yesterday I was reading this post on the Roots in Alpharetta blog. One comment on the “An Alpharetta Lament” post clearly shows how people supporting Alpharetta’s urbanization want our city to look in a few years. It also provides an opportunity to show why so many people are opposed to that vision. The comment was by another local blogger named Michael Hadden. Michael is a vocal supporter of urbanizing Roswell and Alpharetta and he said:

You can take a look at Reston Town Center in Reston, VA.  They have been planning mixed-use since the early 90′s without connection to transit.  The new Metro Silver Line will be opening with a stop at Reston in the next ~3 years

I appreciate Michael’s willingness to explain his vision of Alpharetta’s future because most of the people trying to change Alpharetta just make vague statements like “mixed use is the future” or “there are plenty of examples of successful mixed use” without ever providing one example of what they consider to be a success. So let’s take Michael’s advice and look at Reston, Virginia.

At one time Reston was similar to Alpharetta, Georgia. That time was back in the 1950’s before Dulles International Airport was built just outside of Reston. Since the 1960’s Reston has been between Washington, DC and the nearest international airport making it geographically much more similar to College Park, Georgia than Alpharetta. And unless Forsyth County builds an international airport in the next few years Alpharetta will never really be comparable to Reston.

But despite that major difference we can still look at what the urbanization of Reston has done to see what urbanization would bring to Alpharetta. First urbanization will bring more traffic. I worked in Reston, Virginia back in the 1990’s and anyone that says high density developments solved their traffic problem has never been there. Stacking people in buildings 5, 10 or 15 stories high does not relieve congestion. It makes it worse. Urban planners know that. They just don’t care because they want to force people out of their cars anyway.

Michael points out that mass transit will come to Reston and that may well be true. Once urban planners have succeeded in making traffic unbearable enough people are willing to spend billions on inefficient rail projects in the hope it will bring relief.

There are three main reasons a transit trains will come to Reston:

1) High density urbanization created a traffic nightmare

2) The traffic nightmare stands between politicians and an airport

3) The politicians are inconvenienced enough that they were willing to spend billions of taxpayer dollars to get the common people off of the roads between themselves and the airport

The second consequence of urbanizing Reston is a mediocre public school system. North Fulton County and South Forsyth County now have some of the best schools in the nation. So let’s see what the future holds if the city of Alpharetta continues down the path being laid by our current City Council. There really is no comparison. High density development results in lower test scores. Alpharetta’s low density neighborhoods produce public schools which are among the best in the nation. Reston’s high density developments produce mediocre public schools.

In marketing terms Alpharetta has a “niche” now that brings people to our city when they move to the metro area from all over the world. The Atlanta Regional Commission is trying to change that with the help of our community develoment department and city council. If they succeed our community will be just be another congested concrete jungle with bad schools and nothing special to offer that can’t be found in Buckhead, Sandy Springs or Marietta.

The choice is clear. Alpharetta can continue to draw families with our great public schools and high quality of life much like East Cobb County has for decades. Or we can urbanize and compete with Sandy Springs, Buckhead and Marietta on price alone. The Atlanta Regional Commission and the City of Alpharetta have made their choice obvious. Why would Alpharetta trade 1800 jobs for 500 condos? MARTA

Below is a letter submitted by MetLife to justify the Peridot project proposed for Alpharetta. The new project would remove more than 1800 potential jobs from the site in return for building 500 condominiums. Why would the Alpharetta City Council do that? I will let Mr. Ikwut-Ukwa of MARTA’s planning office explain:

“MARTA is also working with the City of Alpharetta to initiate an LCI for the North Point Mall area as part of a proposed north line rail extension. In the past the City of Alpharetta had also inquired from MARTA on the feasibility of having the proposed rail station at a location across SR 400 from the Mall in the vicinity of the development site. MARTA has not yet made a firm decision on the station location but believes this development will add to the density in the area, making for a better transit supportive environment.

For at least five years the City of Alpharetta has been working with MARTA to increase the density of our city so they can justify bringing trains here. Funny, I don’t remember Alpharetta voters being asked about that. It must have happened at a charade charrette.

IF an Alpharetta mayoral or city council candidate comes knocking on your door this summer to ask for your vote don’t forget to tell them how you feel about the urbanization of Alpharetta to lure MARTA. Obviously they think it is a good idea. They just don’t want you to know.
